نامه شبکه کمک خطاب به تشکلهای مدنی بینالمللی، شبکههای صلحطلب و سازمانهای ضد جنگ
موضوع: درخواست همبستگی جهانی و اقدام مدنی برای حمایت از زندگی، صلح و رفع تجاوز و خشونت در ایران
همکاران گرامی، فعالان صلح و مدافعان کرامت انسانی
در مقطعی حساس از تاریخ معاصر، ما از تمامی نهادهای جامعه مدنی بینالمللی، شبکههای صلحطلب، سازمانهای ضد جنگ و تشکلهای بشردوستانه دعوت میکنیم تا در دفاع از مردم ایران و اصول بنیادی حقوق بینالملل، حقوق بشر و حقوق بشردوستانه، با یکدیگر همراه شوند.
در روزها و هفتههای اخیر، در تجاوزی آشکار و غیرقانونی، مجموعهای از حملات نظامی توسط دولت آمریکا و رژیم اسرائیل زیرساختهای غیرنظامی و حیاتی کشور را هدف قرار دادهاند. طبق گزارشهای مستند، تا کنون بیش از ۲۱٬۷۲۰ منطقه غیرنظامی مورد حمله قرار گرفته، ۱۶۰ مرکز درمانی، ۶۹ مدرسه، ۱۶ مرکز هلالاحمر و ۲۱ واحد امداد و نجات تخریب یا به شدت آسیب دیدهاند. افزون بر این، حملات مکرر به نهادهای انتظامی و خدمات عمومی، ایمنی و ثبات اجتماعی را نیز به خطر انداخته است.
یکی از دردناکترین رویدادها، فاجعه انسانی مدرسهای در میناب بود؛ حادثهای که در جریان حمله مستقیم به یک مرکز آموزشی، بیش از ۱۶۰ دانشآموز و معلم جان خود را از دست دادند. این رخداد قلب ملت ایران و وجدان جهانی را به لرزه درآورد و بار دیگر ضرورت اقدام فوری جامعه بینالمللی برای توقف خشونت علیه کودکان و غیرنظامیان را یادآور شد.
تداوم چنین حملاتی، نه تنها جان انسانها را میگیرد بلکه دستاوردهای تاریخی، فرهنگی و زیرساختی کشور را نابود میکند و میتواند مصداق نقض آشکار قواعد حقوق بشردوستانه و ذیل جنایات جنگی و جنایت علیه بشریت مورد بررسی قرار گیرد. هیچ ملاحظهای از جنس امنیتی یا سیاسی نمیتواند توجیهی برای آسیب به غیرنظامیان، دانشآموزان و بیماران باشد.
در سراسر ایران، کنشگران مدنی، داوطلبان و سازمانهای مردمنهاد ضمن مخالفت با هر گونه جنگافروزی، با مسئولیتپذیری در حال مستندسازی نتایج و پیامدهای این حملات هستند تا حقیقت حفظ شود و عاملان پاسخگو شوند. اما این تلاشها بدون همبستگی و پشتیبانی جامعه مدنی جهانی به نتایج موثر نخواهد رسید.
از این رو، ما از سازمانها و شبکههای جهانی صلح و عدالت اجتماعی میخواهیم که:
• نسبت به ابعاد انسانی، حقوقی و زیستمحیطی این حملات اطلاعرسانی گسترده انجام دهند
• خواستار تحقیقات مستقل بینالمللی درباره حملات علیه غیرنظامیان، از جمله فاجعه مدرسه میناب و انعکاس نتایج آن باشند
• از نهادهای مدنی و مدافعان حقوق بشر در ایران از طریق پیوندها و همکاریهای بشردوستانه پشتیبانی کنند
• دولتها و نهادهای بینالمللی را به رعایت اصل تفکیک میان اهداف نظامی و غیرنظامی، تناسب در استفاده از قوه قهریه و پاسخگویی دعوت نمایند
• و در نهایت، تعهد جهانی خود به صلح پایدار مبتنی بر ترک خصومت، عدالت، کرامت انسانی و مخالفت با منطق جنگ و خشونت و کمک به تسریع رفع و پایان تجاوز را تجدید نمایند
در چنین برههای، سکوت و بیتفاوتی نه یک موضع، بلکه شکلی از مشارکت در رنج و ویرانی است. ما باور داریم که اتحاد و صدای مشترک جامعه مدنی جهانی میتواند مانع گسترش خشونت، حامی غیرنظامیان، پاسدار حقیقت و تسهیلکننده مسیر صلح و عدالت باشد.

Letter from Komak Network to International Civil Society Organizations, Peace Networks, and Anti-War Organizations
Subject: Call for Global Solidarity and Civic Action to Protect Life, Promote Peace, and End Aggression and Violence in Iran
Dear Colleagues, Peace Activists, and Defenders of Human Dignity,
At this critical juncture in contemporary history, we call upon all international civil society institutions, peace networks, anti-war organizations, and humanitarian groups to unite in defense of the Iranian people and the fundamental principles of international law, human rights, and international humanitarian law.
In recent days and weeks, in a blatant and illegal aggression, a series of military attacks by the US government and the Israeli regime have targeted the civilian and vital infrastructure of the country. According to documented reports, to date, more than 21,720 civilian areas have been attacked; 160 medical centers, 69 schools, 16 Red Crescent centers, and 21 rescue and relief units have been destroyed or severely damaged. Furthermore, repeated attacks on law enforcement agencies and public services have jeopardized public safety and social stability.
One of the most heartbreaking events was the humanitarian tragedy at a school in Minab; an incident in which more than 160 students and teachers lost their lives during a direct attack on an educational facility. This event shook the heart of the Iranian nation and the global conscience, once again highlighting the urgent need for immediate action by the international community to stop the violence against children and civilians.
The continuation of such attacks not only claims human lives but also destroys the historical, cultural, and infrastructural achievements of the country. These actions represent a clear violation of the rules of international humanitarian law and must be investigated as war crimes and crimes against humanity. No security or political considerations can justify harming civilians, students, and patients.
Across Iran, civil activists, volunteers, and non-governmental organizations—while firmly opposing any warmongering—are responsibly documenting the impacts and consequences of these attacks to preserve the truth and hold the perpetrators accountable. However, these efforts will not yield effective results without the solidarity and backing of the global civil society.
Therefore, we urge global peace and social justice organizations and networks to:
- Raise widespread awareness regarding the humanitarian, legal, and environmental dimensions of these attacks.
- Call for independent international investigations into attacks against civilians, particularly the Minab school tragedy, and ensure the findings are widely reported.
- Support civil institutions and human rights defenders in Iran through humanitarian ties and collaborative efforts.
- Urge governments and international bodies to strictly observe the principle of distinction between military and civilian targets, proportionality in the use of force, and the necessity of accountability.
- Renew their global commitment to sustainable peace based on the cessation of hostilities, justice, human dignity, and opposition to the logic of war and violence, while actively helping to expedite the end of this aggression.
At such a time, silence and indifference are not a neutral stance, but rather a form of complicity in suffering and destruction. We firmly believe that the unity and collective voice of the global civil society can prevent the escalation of violence, protect civilians, safeguard the truth, and facilitate the path toward peace and justice.
