An Open Letter to the Fédération Internationale de Football Association (FIFA)
A Call for Transparency, Equality, and Fairness in the Officiating of the 2026 FIFA World Cup
In the Name of Human Dignity and Justice
To the President and Distinguished Officials of the Fédération Internationale de Football Association (FIFA),
Dear Madam or Sir,
I am a professor of philosophy and, unlike many of my fellow Iranians as well as countless people around the world, I have unfortunately never been particularly interested in watching sporting events, including football. Indeed, throughout my entire life I have watched only four matches, and even those only partially. Nevertheless, I consider myself a participant in the legitimate joys and sorrows of my fellow citizens. More importantly, whenever I believe that injustice or discrimination may have been inflicted upon human beings—regardless of their nationality or political affiliation—I do not regard silence as consistent with my moral responsibility.
In my understanding, the FIFA World Cup is far more than a sporting competition. It is a symbol of peaceful coexistence among nations, fair competition, and mutual respect among human beings. Above all, the credibility of this extraordinary global event rests upon public confidence in its fairness, impartiality, and transparency.
The reason for writing this letter is not a personal interest in football, but rather the reports and observations suggesting that the Iranian national football team encountered circumstances during the 2026 FIFA World Cup that, at least in the view of many observers, were not equal to those experienced by other participating teams. Restrictions concerning the team’s place of residence, repeated travel between Mexico and the United States, the physical and psychological burdens resulting from these arrangements, together with several highly consequential officiating decisions, have led many people to ask whether the principle of equal opportunity was fully upheld for all competing teams.
I believe that whenever the outcome of a technical officiating decision determines the fate of a team and gives rise to significant public uncertainty, transparency and the possibility of independent review serve the interests of everyone—not only the team raising concerns, but also the integrity and credibility of the officiating system itself. Such an approach is fully consistent with the philosophical principles of procedural justice and the ethics of public accountability.
Let me be clear: I make no allegation that fraud or deliberate manipulation occurred within the refereeing or technological systems. Such an allegation would require evidence that is not available to the public. Precisely for that reason, however, I believe that the most effective way to safeguard FIFA’s credibility is through the highest possible degree of transparency.
Accordingly, while sincerely hoping that the global sporting community will never again witness circumstances perceived as unjust toward the players of the Iranian national football team, as occurred during the 2026 FIFA World Cup, I respectfully request, as a university professor concerned with events that profoundly affect public sentiment and trust, that FIFA give careful consideration to the following measures regarding the key officiating decisions involving the Iranian national team, particularly those based on the Semi-Automated Offside Technology (SAOT):
- The publication of the technical data underlying the offside decisions;
- The release of the unedited footage from all cameras used in the disputed incidents;
- The disclosure of the exact frame selected to determine the moment the ball was played;
- A detailed technical explanation of the operation and calibration of the officiating system; and
- Where appropriate, the opportunity for these data to be independently examined by impartial experts.
If all of the decisions were entirely correct, such transparency would strengthen public confidence and help prevent unnecessary speculation. If, however, any technical or procedural error did occur, bringing it to light would contribute to improving the officiating system and further enhancing FIFA’s credibility.
Justice is not achieved merely by acting correctly; it is achieved when the public can also see—and be confident—that the correct procedures have indeed been followed. Transparency is therefore the indispensable companion of justice, and public trust is the natural fruit of transparency.
I sincerely hope that FIFA, as an institution committed to the principles of fair play, will receive this letter not as an accusation, but as an ethical and humanitarian appeal for the fullest possible realization of justice and for the strengthening of public confidence in the world’s most important football tournament.

با سلام و احترام،
من استاد فلسفهام، و برخلاف بسیاری از هممیهنانم و همچنین بسیاری از مردمان کشورهای دیگر، متأسفانه به دلایل گوناگون هیچگاه علاقهی چندانی به تماشای مسابقات ورزشی، از جمله فوتبال، نداشتهام، چنان که در سراسر زندگی خود تنها چهار مسابقه را بهصورت نیمهکاره دنبال کردهام. با این همه، از یک سو خود را در شادیها و اندوههای منطقی مردم سرزمینم شریک میدانم و از سوی دیگر هرگاه احساس کنم در حق انسانها، صرفنظر از ملیت و وابستگی آنان، بیعدالتی یا تبعیضی روا شده است، سکوت را با مسئولیت اخلاقی سازگار نمیبینم.
بنابر درک من، جام جهانی فوتبال صرفاً یک رویداد ورزشی نیست، بلکه نمادی از همزیستی ملتها، رقابت منصفانه و احترام متقابل میان انسانها است. اعتبار این رویداد بزرگ نیز بیش از هر چیز به اعتماد عمومی نسبت به عدالت، بیطرفی و شفافیت آن وابسته است.
آنچه موجب شد این نامه را بنویسم، نه علاقهی شخصی به فوتبال، بلکه گزارشها و مشاهداتی است که نشان میدهد تیم ملی فوتبال ایران در جریان جام جهانی ۲۰۲۶ با شرایطی روبهرو بوده که دستکم از دید بسیاری از ناظران، نسبت به دیگر تیمها برابر و منصفانه نبوده است. محدودیتهای مربوط به محل استقرار تیم، رفتوآمدهای مکرر میان مکزیک و ایالات متحده، فشارهای جسمی و روانی ناشی از این وضعیت، و نیز برخی تصمیمهای بسیار حساس داوری، این پرسش را در ذهن بسیاری از مردم پدید آورده است که آیا اصل برابری فرصتها برای همهی تیمها بهطور کامل رعایت شده است یا خیر.
من بر این باورم که هرگاه نتیجهی یک تصمیم فنی سرنوشت یک تیم را تغییر میدهد و ابهام عمومی پدید میآورد، شفافیت و امکان بررسی مستقل به سود همه، هم به سود تیم معترض و هم به سود اعتبار نهاد داوری، است. این رویکرد با مبانی فلسفی عدالت رویهای و اخلاق عمومی نیز سازگار است.
من در این نامه هیچ ادعایی دربارهی وقوع تقلب یا دخالت عمدی در سامانههای داوری مطرح نمیکنم، زیرا چنین ادعایی نیازمند شواهدی است که در اختیار افکار عمومی نیست. ولی دقیقاً به همین دلیل، معتقدم بهترین راه برای پاسداری از اعتبار فیفا، شفافیت هرچه بیشتر است.
از این رو، با احترام بسیار، ضمن اظهار امیدواری نسبت به این که جامعهی ورزشی در آینده هرگز شاهد نمونههایی از بیعدالتیهای اعمال شده بر بازیکنان فوتبال ایران در جریان جام جهانی ۲۰۲۶ نباشد، به عنوان یک استاد دانشگاه حساس نسبت به رویدادهایی که بر غم و شادی مردم و اقکار عمومی تأثیر دارند، درخواست میکنم که در بارهی صحنههای حساس داوری مربوط به مسابقات تیم ملی ایران، بهویژه تصمیمهای مبتنی بر فناوری آفساید نیمهخودکار، اقدامات زیر مورد توجه قرار گیرند:
۱) انتشار دادههای فنی مربوط به تصمیمهای آفساید؛
۲) انتشار تصاویر خام دوربینهای مورد استفاده در صحنههای مورد اختلاف؛
۳) اعلام دقیق فریم انتخابشده برای لحظهی ارسال توپ؛
۴) ارائهی توضیح فنی دربارهی نحوهی عملکرد و کالیبراسیون سامانهی داوری؛ و
۵) در صورت لزوم، فراهم کردن امکان بررسی مستقل این دادهها توسط کارشناسان بیطرف.
اگر همهی تصمیمها کاملاً درست بوده باشند، چنین شفافیتی اعتماد عمومی را افزایش خواهد داد و از شکلگیری گمانهزنیها جلوگیری خواهد کرد، و اگر احیاناً خطای فنی یا رویهای رخ داده باشد، آشکار شدن آن به اصلاح نظام داوری و تقویت اعتبار فیفا خواهد انجامید.
عدالت تنها زمانی تحقق نمییابد که درست عمل شود؛ بلکه هنگامی تحقق مییابد که جامعه نیز بتواند ببیند و اطمینان یابد که درست عمل شده است؛ بدینسان شفافیت، مکمل عدالت است و اعتماد، ثمرهی شفافیت خواهد بود.
امیدوارم فیفا، که خود را پاسدار اصول بازی جوانمردانه میداند، این درخواست را مطالبهای اخلاقی و انسانی در راستای رعایت عدالت حداکثری و برای تقویت اعتماد به مهمترین رویداد فوتبال جهان تلقی کند.
